Final Fantasy XII, Dantro?

I'm about half way through the game and I'm trying to return the cactus flower to Dantro's wife. However, she won't take it. So I check other hint sites and they mention to talk to Dantro a second time but I can't find him!!! His son keeps mentioning that the ferry is gone and hasn't come back. I even tried to get to the other side of the bank but keeping blocked by the sandstorm in Westersand. How do I find Dantro??
